My graphics card won’t work

I just got a 1060 6gb and it won’t work. Only one fan spins, the led comes on on the graphics card. I have the evga 650 w so I should have plenty of power. The graphics card causes my computer to reboot itself also

By the way, it is also a dell xps 8700, with a brand new evga 650w psu, i7 4790, and 32 fb of ram. My gtx 210 works perfectly, but the 1060 won’t work
