Question My graphics card wont stop being on Full speed (No matter what OC program I use).

First off I want to list a few things about my card
XFX AMD Radeon RX 580 8GB GDDR5 PCI Express 3.0 Graphics Card
IT was bout used from a bitcoin miner that had used ethos from what I asked to change the card fan to spin 100 percent all the time.
The card is fully functional and temps are below 30 for most of the time its just its too loud for me to handle.
Oc software can only slightly reduce the fan noise and speed but does not fully change it to lower it completely.
I have no Idea how to change this card back so It only revs up when I need it to? I hope this helps thnankyou!

Does it have a Custom BIOS installed?
It might miners use them.

I would say try to find a stock bios for it. I had a gtx 1070 that acted that way that I'd purchased refurbished from microcenter. So I know it had a stock bios.

I replaced the thermal paste. Still, the 1070 would run fans at 100% all the time. It went back. I now own a Vega 56 that I'm pretty happy with.

He said he never did any bios changes but I would not know how to check anyways?
