My GTX 1070 is not working

Asus GeForce GTX 1070 STRIX OC
It starts off by turning the LED's to purple. After that the fans stop, it starts flashing red and i have no control over it at bios. Can someone tell me what is wrong and how do i fix it. i have tried to control the fans via MSI Afterburner and GPU Tweak II. How can i test if it is the PSU or the Motherboard that causes these problems. i do have an old AMD GPU that only requires the fans to be plugged in but it will take 4h to disassemble and assemble the old PC. I had gtx 1070 before but it broke when i was using it with this PC.

Ok, can you do two things for me real quick.
List your system specs:
CPU
MOBO
PSU
GPU (You did this)
RAM

Also, can you take a picture of the inside of the case with a clear view of the card? Use Imgur to upload it real quick.

CPU: Intel Skylake i7-6700K, LGA1151, 4GHz, 8MB
PSU: Corsair 650W, VS650, ATX Power Supply
RAM: Kingston 16GB(2x8GB) HyperX Fury DDR4 2666 MHz, CL15
Cant show a pic from inside but i can tell u that it was properly plugged in because it was done by a pro (obviously not me)

Yes, but my old gpu got literally roasted when i did it

It burned really badly. i could smell the burnt plastic.

My new gpu doesn't work and i don't know if its the PSU or MOBO
