My GTX 1080 is performing the same as my old GTX 780??

Playing GTA 5 on my new GTX 1080 and getting the exact same fps as i got on my GTX 780. Played lots of other games at 1080p 144hz with my GTX 1080 and there is barely any difference between the two, i have even tried overclocking it as well to 2063Mhz on Asus Tweak 2 and running at 55 degrees C, my i5 4670K shouldn't be bottlenecking it. What is going on??

Thanks for the quick reply! I had v-sync off and it was in borderless window, my fps did reach 90 at peak times. I have just set it to fullscreen, 144hz and it is running better but that could just be the fact that i entered offline, story mode. Also, could my low fps be due to my 1TB HDD being completely full?, thinking about getting a 1TB SSD for games.
 


On GTA, the fps goes from about 30-150, its so random. I have a few GB left but only like 10 or so.
 


Just low fps i think, i ran the Division benchmark and compared it with someone on Youtube with the exact same settings and got about 20fps more, i am so confused

Maybe its just GTA then, i am just testing out multiple games and comparing them to other people's benchmarks, some are running fine, some are not. I have been looking into upgrading my RAM and getting an SSD for a while, just need to wait until i can get enough money after buying an Asus ROG Swift.
