My GTX 780 has terrible performance in Sleeping Dogs. Can someone help fix this?

I recently upgraded from an amd radeon hd 6670 to a gtx 780. I am having frame rate issues in some of my games. There are some issues in assasins creed 4 where the fps drops to around 30 in towns but then gets back up to over 60. The most noticeable is in Sleeping Dogs where the max fps is always below 60 and the min is around 10 during the benchmark. When actually playing the game, the fps is around 25. I haven't gone through all my games but for the most part the others are fine. Do you think there is a bottleneck in my system? Could it be something else?
My build:
cpu: i7-4770k @stock
gpu: asus gtx 780 poseidon @1073MHzcore(1125 boost) and 6116MHz memory
psu: corsair ax860
ram: 2x8gb @1866MHz

Hi there, no bottleneck at all.
Are you using your old windows where 6670 was installed? It might be that drivers are messed up. Try using driver swapper to clean it and then do a clean install for your new card or simply reinstall windows.

We need to know at what resolution you are playing the game and the in-game graphics settings/options selected. Also, since you switched from AMD to Nvidia for graphics, you will need to completely uninstall the AMD drivers and restart your computer. Then, install the latest Nvidia graphics drivers and restart your computer. The most current Nvidia driver version is 344.11. Rerun your games and see if any issues are resolved.

I've been running on 344.11 for a week. I uninstalled all the amd stuff when I got rid of the old card. I am running at 1920x1080p. I have sleeping dogs on the ultra preset with vsync and the fps limiter off. Even with vsync on the card it doesn't reach 60. For AC4, everything is on high. Anti-aliasing is on FXAA, abient occlusion is on SSAO god rays are low, motion blur is off. I usually have the vsync on. My other games are on ultra or as high as they can go and have vsync on cause the screen tearing gets really bad.

you should be around 70-80fps with a 780, I can only think that your 4770k at stock clocks is to blame. Most of the current gen games only use 2-4 cores so having 8 cores at a "slow" clock isnt helping especially in open world games.

Also, on AC4 benches a 780 is only averaging around 40fps on ultra @ 1080p

It's possible that the cpu could be the problem but all the other posts i've seen have said that there shouldn't be a problem. I don't want to oc the cpu right now because i'm running on the stock cooler. Do you think increasing the multiplier by one would help?
Also, i'm not running AC4 on ultra. Shouldn't i be seeing better fps with the settings I wrote before? AA=FXAA, AO=SSAO, no motion blur, environment on high(instead of very high), god rays on low. Everything else on max.

If youre below 70C at full load, give a 38 to 39 multiplier a shot and keep an eye on your temps, you may have to bump the voltage .05-.1V as well in the bios if you experience any stability issues.

Your stock clocked 4770K is NOT the problem. It would not cause that kind of performance drop. There is most likely another culprit. Verify that all of your CPU and GPU temperatures are within normal operating parameters. Also, verify that "High Performance" is selected under "Power Options". Some games have shown to be affected adversely by Intel SpeedStep and exhibit lower FPS drops during gaming due to the delayed changing of the CPU mulitplier. Both the "Balanced" or "Power Saver" Power Option settings will cause this to happen. High Performance locks the CPU to the highest multiplier, thereby eliminating any impact to performance.

I set the high power option but still nothing. My cpu temps hover at mid 50C to 61C with one core at 100%. The gpu is between 45 and 52C with around 55% load (when it is at max core speed the utilization goes down to ~35%).
