My GTX 970 is locking its clock speed randomly.

I recently OC'd my EVGA SSC gtx 970 to +100MHZ core and memory clock.In benchmarks it performs just fine but sometimes while gaming it throttles even though temps are 60-65 degrees(Celsius). This throttle well not stop until I reset my computer. I think it may be a driver problem since it seems to happen randomly and i'm running on windows 10. If not a driver issue then what could it be? Any help is really appreciated.
 


No, While gaming (Specifically Planet Side 2) my clock speed goes from about 1489 to 450 out of no where, It stays like that until I restart my pc.
 


I'm doing a lite +100 +100 core and memory clocks, and my temps are never above 70.
 
Might just be the Game engine, Planet side 2 has a lot going on, CPU bound scenarios and such. With the Valley benchmark and heaven benchmark are optimized , GPU utilization is going to get the clocks up. Nature of the beast and how Games interact with Direct X.

My power limit never goes above 100 and I just switched to performance on the control panel going test now.



 
I think I found the problem, i'm on windows 10 and directx 9 games have always been a problem. The other directx9 game I have played on this PC is Natural Selection 2 and the was very unstable but that gave me an option to switch to 11 and then it ran like a charm. PS2(Planet side 2)does not have that option. Have I found the issue? If so, what can I do to fix it?

I have a similar issue on the same card (970 SSC).
Components are brand new and OS (W10 x64) is newly installed (up to date, Bios included, display driver removed with DDU...).

With the bios switch on "0dB" position, the FPS is below 10 with unigine valley benchmark:

With the bios switch on the second position, the FPS rise up to 30 FPS during few second, and only when I launch the benchmark at the right moment (when memory frequency increase - show in the graph "frequence de la memoire").

Can you suggest additional actions to fix the issue ?

System info:
CPU: I5 4690
CM: MSI H97M-G43
RAM: DDR3 1600 (2x8Go) FuryX
CG: EVGA SSC GTX 970
HDD: SSD 60Go
HDD2: 1To seagate
PSU: Corsair CX500M and FSP 750W : same bad results.
