my gtx 970 strix slowed down in performance

Okay so when i first got the card i had no issues, 3-4 months later... It was starting to buzz and it decrease in performance ALOT! i used to get like over 200 frames in tf2 and like solid frames in the latest games but now... I can't... in planet side 2. i get like 36 to 45 on Ultra. And everyone is getting a good solid 60 frames in big battles... I got my drivers all updated.

My specs is

GTX 970 STRIX 4GB
I5 6660K 3.5GHZ
16GB ddr4 ram
Kingston SSD 240GB
H50 liquid cooled
2tb hardrive storage barucuda
ASUS h170 pro gaming motherboard
Is it time for a new graphics card? i'm getting the MSI 1070 8gb next month.

60ghz and 1920 1080.
