When I turn on my computer my CPU temps go from the mid 20s and climbs up to 70 before I had turned it off (this is at idle). Also, when I go into my bios the motherboard doesn't show the pump or the fans even though they are plugged in and the fans are spinning.

Is one tube from the pump to radiator noticeably warmer/cooler than the other? Indicator of pump operation in case you can't hear it in case of ambient noise.

Sounds like your pump isn't working then; I think it runs at a constant speed. I believe the pump has a 3 pin connector so it won't report speed but the radiator fan should unless it's been replaced with one that also has a 3 rather than 4 pin connector. Have you tried plugging the pump into a different header and/or measuring the voltage?

I've switched the pump cable to a USB 2.0 header and a four pin water pump header in my motherboard. I don't know how to check for voltage. (First build)
