My Hard drive is slow and I don't know why

For the past month everything on my games/storage drive has been extremely slow. Benchmarking it gave me read and write speeds in the 0.1-60 MB/s range. Crystal disk info and HD Tune Pro list the drive as healthy. Windows reports it as 0% fragmented. There are no smart errors. I have also swapped Sata cables and ports. The hard drive is not full, 1.2tb free of 2.7tb

HDD is a HGST Deskstar Nas 3tb. Relevant specs are: VIII Hero, 6700k, 250gb 850 EVO, the 3tb HGST drive

Odd, drive indexing failure? Try throwing Chkdsk /R at it.

Well, after 2 days of troubleshooting everything to no avail, a simple Windows reinstall solved it
