My harddrive is making weird sounds

So i just finished upgrading my pc and my power supply isnt the best quality. Occasionally when i turn the pc on, my hard drive will start spinning really fast and then slow down. This repeats for several seconds and then stop. Could this be because of my power supply?
PSU: Thermaltake - TR2-600NL2NC
HDD: Seagate 1 TB
RAM: 8 GB AND 4GB Samsung 1600
CPU: I5 4460
MOBO: Asus H81M-PLUS
GPU: EVGA GTX 750 TI

Are you absolutely sure it's the HDD? If so, then try a different power connector from the PSU. If the PSU was causing it, then your system most likely wouldn't POST and boot.

Yeah im sure, my computer also does not POST, but does power on however.

Did it POST outside of the case with the monitor connected to the motherboard before installing everything? There's no need to connect the HDD or anything else to POST.

So, i recently found out that my mobo has bent cpu pins so im RMAing that ASAP. But the hard drive still keeps making that noise with that particular PSU, and not with my old one.

What was the old PSU? If the HDD noise is caused by the PSU, then RMA it or exchange it for a better quality PSU.

The old PSU is by some weird non-brand name company that came with my prebuilt PC. Neither of them are ranked though.

also check for electric shock of your case and bad sectors but most likely PSU failure - check if the PSU is active compatible if not disconnect all other connectors before the HDD connector.this way power could fully rich the HDD

The Thermaltake TR2 is Tier 5.
