My HDD cannot be used

Hello everyone! I recently had purchased a Hitachi 2 TB HDD, problem is that I cannot use it in Disk Management, whenever I try to create a new volume out of it, I just cannot, every time I try it fails.

In Disk Management it managed to detect that disk, but it was in RAW file system, so right away I tried to format it into NTFS, does not budge. I also tried to use a program called Active Partition Manager, sadly that didn't do the trick either.

Also the HDD was supposedly new, but it keeps on making a weird humming noise, is it possible that I bought a faulty Hard Drive?

Solution

The two facts I pointed out make me 100% sure of that.

Its brand new, it should plug in, be recognized by Disk management and not make funny noises. if you are 100% sure you plugged it into the right spots, its defective.

Weird noise plus disk management won't do anything with it? Its defective.
