My HDMI TO VGA Connector on Samsung S22D300 working, but everything looks blurry and washed out.

Everything looks blurry and washed out.
It is even cut in the edges.
The things I have tried:
Completely reinstalled my gtx 750 ti driver
Scailing to 125% or anything doesn't fix it.
It says the recommended resolution is 1024x768 even If I run full hd, but even If I am running on that resolution everything is still bad.
Monitor driver (latest)
Re-plugged.
Please don't tell me to test on another machine. I am sure it is my pc I've tested.

Exactly what adapter are you using? That monitor model looks to be a 1080 resolution one, did you try that? It also looks to have an HDMI input, did you try using that instead of an adapter? Does your 750 Ti not have HDMI?
