On my cooler master evo I'm still able to twist the heat sink part a tiny bit. Is that normal? Or are they supposed to not be able to move at all once put into the mother board

Solution
The 212+/EVO retention clip is not designed to keep the HSF perfectly still: all it has is a loose center pin to keep the HSF from sliding around and a little pin to keep the HSF sort-of straight. Both pins fit somewhat loosely in their holes and that's where the wiggle-room comes from.

Once the thermal paste fully settles, the suction and viscosity will lock it down.
dont twist it you can snap the cpu slot or bend the cpu pins. the cpu heat sinks are never made to lock down do to the soft covers of the newer cpu and the thermal paste. when i used to work when they used thermal paste i see people rip the cpu out of the cpu slot. if you lock the heat sink down to tight you can crush the top of the cpu chip. you want the heat sink on where it wont slide when the case is upright.
