My high-end pc is running slow

Hello!

My computer is running slow, as I am getting less FPS as I am supposed to in games. I read about the FPS for the GTX 1060, and it is higher than what I am getting. here are the parts to my PC:
-GTX 1080 Founders Edition (8 GB)
-2x8GB Ripsaw DDR4 ram
-AX 1200i
-4 TB seagate hard drive
-Gigabyte Z170x Gaming 7 motherboard
-I7 6700k
-Windows 10 Home Edition

*Nothing is overclocked, or modified in any way, they are all less then 2 months old*

I read somewhere that it is the PCI latency that is slowing it down, and to fix it I have to set it from 32 to 64 in the BIOS, but i could not find that setting in my BIOS. The GTX 1080 is supposed to get around 400-500 FPS in Counter-Strike: Global Offensive, but I am getting 260 FPS. I am still getting a lot of frames, but I would like to get what I paid for.
 
Really anything over 250fps is pointless in CS.

Anyway The only way your getting more FPS is to overclock the CPU, For one the game is not going to use more than 30% of the GTX 1080, its way way overkill, and second the game loves CPU speed more than a fast graphics card, you can probably gain another 100 or so FPS by simply overclocking to a mild 4.5ghz. Third if 500FPS is what you want, turn all the graphics to low and off.

CS was just an example, that it is slower than it is supposed to be. I am barely getting 30 FPS in GTA V, for example. 1060 gets better frames on both CS and GTA V. They're both 1080p, so something is wrong.
