my HP cd-writer reads slow

I have had a HP cd-writer 9100 8x/4x/32x for a about a year now. I have had only a few problems with it like sometimes after i have written a cd, i can't use my cd-rom before i have restarted my computer. My CD-ROM is supposed to read at max 32x speed, but i have never got the reading speed over 14x or 15x. It doesn't depend on which cd i'm reading.
It troubles me, why is it so and is it normal?

I use Nero5 and while saving a track from a data or audio CD i usually get the reading speed at 11 (and around it). Coping files from CD works allmost at the same speed, i have calculated it. It's slow in any way.

a. no other devices on that IDE cable?
b. the jumpers at the back of the CD set to master or slave (whichever is appropriate) and not something stupid like cable select.
c. device detected correctly in windows?
d. UDMA enabled for the IDE buses?
e. write cache enabled for the drive?
f. no odd conflicts (hardware or software)

apart from that im outta ideas...
