My HP computer will not work.

My computer will not go past Windows Error Recovery. When I press Launch Startup Repair it will loop back to the same screen and it will do the same with Windows Startup Repair. I recently created a Windows Installation Disc onto a USB and when I plug it in it still does not work. I have tried everything, please HELP!

Tried everything ? Including checking disk and memory ?
