Brand new parts. month old. cpu 100% usage in games like GTAV, Bo3, Crysis 3, Dying light, all new games etc... what's wrong ?

Not sure why it's bottlenecking..from what it looks like it might be your RAM..how much RAM do you have?

Can I ask you, are you having performance issues in your games? Are they stuttering or are they running fine?

Yeah you may well get 100% CPU usage with an i5-6400, its a low clock speed processor meant for business applications that need a quad core, not gaming. That said as long as you don't see performance issues, its highly likely you do not have a problem at all.

they stutter when high cpu usage with good fps, when vsync is on they r decent but the cpu usage is always higher than gpu with vsync

Are you sure that stuttering is not screen tearing?

Tearing_(simulated).jpg

Which without v-sync on you will see.

Thats very likely the issue you are having. There is nothing wrong with your system.

EDIT: I just watched your youtube videos, I don't see any stuttering, not only that your CPU useage only hits 100% in some scenes. If it was really a bottleneck you'd have 100% cpu useage nearly all the time and consistent stuttering.

Why..?
i5-6500 has clock rate of 2.7 GHz.
That is near to the top limit w/o overclocking (= somewhere around 3GHz).
Also it's known that clock rate doesn't necessarily mean speed, there are other factors that have major impact.

Incorrect,

The i5-6400 is 2.7ghz, the i5-6500 is 3.2 ghz (both not in turbo mode).

Clockrate doesn't necessarily mean speed when comparing 2 completely different processors (IE intel vs AMD< or even Intel gen 5 vs gen 6), however in comparing the i5-6400 to the i5-6500, or i5-6600k its a direct comparison. Even the i3-6100 has a higher single core clock speed and yes you can use that as a direct comparison because the single cores of all current Skylake processors are the same the only differences being the clock speed and hyperthreading.

Most games rely on few cores so getting the fastest cores you can get in a processor series is most beneficial. Its why the AMD FX-6300 performs as well if not better than the FX-8350, because games don't benefit from more cores, but faster cores.

yes i know what tear is and yes that happens sometimes in games w/o vsync so am i fine if my cpu usage is more than my gpu usage? i juust played dying light 2 minutes ago and i was getting 70+ fps max settings someimes 100 and the cpu usage was around 80-100 and gpu 100

Response to "Rogue Leader":
Right, sorry.

So i5-6500 has 3.2 GHz, while i5-6600 has 3.3 GHz.
Means that 6600 is 3.1% faster than 6500.
I suppose that most people count that as a negligible difference?

Yes, you are never going to get a perfect balance. Unless you are having actual visible performance issues there is no problem here. There will always be a "bottleneck" in every system somewhere, a big one is a problem, a small one, is not.

Except, again, he is using the i5-6400 which is 2.7 ghz base, almost 20% slower per core speed than an i5-6500.

And the main advantage of a 6600k over a 6500 isn't the 0.1ghz base clockspeed difference, but the fact you can overclock it over 4 ghz.

Aside from the big base speed deficit, the i5 6400 is not that much slower than the i5 6500.

The 6500 has a max single core turbo speed of 3.6ghz
The 6400 has a max single core turbo speed of 3.3ghz

The 6500 has a max TWO core turbo speed of 3.5ghz
The 6400 has a max TWO core turbo speed of 3.3ghz

The 6500 has a max THREE core turbo speed of 3.4ghz
The 6400 has a max THREE core turbo speed of 3.2ghz

The 6500 has a max FOUR core turbo speed of 3.3ghz
The 6400 has a max FOUR core turbo speed of 3.1ghz

I'm scratching my head since the comparison of an i5-6500 overclocked cannot compute in my mind. Why? You'll only be able to overclock your CPU on a Z series platform with only a K suffix processor.

On to the matter of your "bottleneck"
I pulled these from your page:
•GPU: ZOTAC Mini GTX 1060
•CPU: I5 6400
•Cooler: Hyper 212 Evo
•HDD: 1TB Western Digital
•PSU: Corsair VS650
•CASE: NZXT S340 (White)
•RAM: Fury X 8GB
•MOBO: H110M-DS2 DDR4
•OS: Windows 10 Home (64x)

For all those reading this please include your full system's specs when you're posting a troubleshooting thread.

Based off of your specs, you failed to include your display's make and model+resolution. The titles you've also demonstrated are somewhat CPU bound and like my colleague think that you're fine as is. On another note, yes it can be considered advertising since you're making the reader go through your page and click on your video to generate content viewing.

You should also take note of your settings as well, higher resolution with maxed out game settings will task your system harder and cause you to see near or at 100% usage metrics.

1. I think u are using single 8 gb ram stick. Use 2 ram stick of 8 gb that will give you a slight boost in fps.
2. Remove use sync all core in bios option. So all cores will be at same speed on turbo so the cpu will turbo to 3.1. Giving it a slight boost.

Plus gtx 1060 is equal to gtx 980 or may be bit lower than that and it should be bottlenecked by core i5 6400 in anyways. If it was a gtx 1070 there was a chance for slight bottleneck at 1080p resolution.

can you please explain how to enable turbo boost. in my bios it is enabled but i check the cpu is always at 2.7 ghz and does not boost?

Turbo boost is already enabled in your BIOS. Do not waste your time with this suggestion, your processor will boost its cores to 3.3ghz when needed. The system is set stock to automatically sync or not sync depending on the load. Games are a dynamic load so manually forcing this may actually be a detriment to performance.

A GTX 1060 and an I5 6400 are a good compliment to each other, neither will be a bottleneck in performance. I build gaming PC's for a living and have extensively tested this exact combo. For 1080p gaming, this is a strong performer. Easily 60 FPS in The Witcher 3, Fallout 4, Borderlands 2, Crysis 3, Shadow of Mordor, Star Wars Battlefront, Battlefield 4, and many many others I have tested. If you are having issues with performance on these parts it most likely is down to heat throttling the GPU, power supply issues or some other software-based problem.
