[SOLVED] My i5-7400 not working good on not so much demanding games anymore

So i get stutter on some older games like gta V and fortnite.
It started a few days ago and i tried new drivers even i installed new windows.
I noticed that my cpu is always on 100% while i play these games so i'm not sure if that is normal.

I can play like far cry 5 without lstutter which is like a newer game more demanding but cannot play fortnite and gta V which i could have played with my older processor?
I also notice that the stutter seems to be more bigger in online games, like i get more fps on single player gta V than online. Can it be because of my really bad internet? (3-4mb/s)

OS: Windows 10
CPU: Intel Core i5-7400
GPU: Strix Radeon RX 470 4GB
RAM: DDR4 8GB 2666MHz HyperX Fury KIN
SSD: Transcend 220S 120GB 2.5" and a 3TB hard drive (TOSHIBA)
Motherboard: STRIX B250G GAMING

It is NOT your cpu. I have a WAY older cpu, (a X5690) and i don't studder in those games.

Your specs look fine but I have to ask, how full is the 120GB SSD? Is that where your OS or games are installed?
Are you talking about GTVOnline when you are saying GTA5? If it is, your internet speed is pretty low for online gaming but it's probably because your ping is high. I would trying going to a speed testing website and see what the ping is. www.speedtest.net
You forgot to mention the make and model of your PSU. How old is it? To add, are you on the latest BIOS update for your motherboard? Did you rule out a corrupt installer by recreating the bootable installer using Windows Media Creation Tools? Is Fortnite and GTA V the only two titles that seem to exhibit this issue?

Those two games are not the only ones that do this, I get stutter in bf1 also more in multiplayer, forza horizon 3 too.
My PSU is old like 4 years i just put it from my last pc, they said it will demand my pc good where i bough the parts.

Does this mean it is 300w? That is not enough right?
My bios is up to date
 


I dont hold any games on my ssd just my programs and ive got 70gb free space on there. All games are on the hdd
The lag seems to be more centered on gta V online, like i need to go to ultra low to play with about 30-40 fps.
