Question My i5-9400f is special

Basically my i5 9400f always hits 100% in like every task , either every game / program has gotten more resource hungry or this cpu just doesnt know itself!!

I can't even get proper scrubbing / playback in premiere pro , when i play games like MW , GTA , BO4 and other titles , my cpu is almost always at a 100% and like sometimes the gpu has less usage in games compared to the cpu. Also i am pretty sure my task manager is broken cuz it doesnt show the right usage details for my cpu or either my gpu.

What's the rest of your system specs?

List;
Cpu cooler
Motherboard
Ram - include how many sticks and frequency
Hdd/ssd - Also include available space
Gpu
Psu
Case
Windows and where it's installed

Check idle/load temps and frequency with Coretemp.

High usages on 6 core cpus has become the norm nowadays in a lot of games.

Things to look into;

Background apps or too much multitasking - Cortana, Game bar, other apps consuming too much resource or causing other performance issues.

Fps - limiting fps amount the cpu needs to pre-render before handing them over to the gpu.

Temps & frequencies - Throttling cpu/gpu because of poor ventilation / cooler.

Ram - dual vs single channel performance.

Fresh or continued Windows install on the current hardware. Fresh install is always recommend after a motherboard change.
