My Intel Core i5-4570 @ Hot Temperatures

Greetings! :)

First off, here are my computer specifications in case of reference:

Intel Core i5-4570
EVGA GeForce GTX 660 Superclocked
ASUS Z87-K motherboard
Corsair CX500M PSU
8 GB Ram
1 TB HDD

When I pieced together my first gaming computer, I was unaware of the unusually high temperatures for the i5-4570, which was somewhere above 50 degrees Celsius if I recall correctly. A few days ago, my computer suddenly shut down--reporting something about the CPU approaching the temperature limit the program ASUS AI Suite 3 set for me, which was 75 degrees Celsius, and I guess it was on the verge of soaring beyond 75 degrees Celsius.

Lately, for the past few days, I noticed that my computer was "stuttering" or occasionally getting lag spikes no matter what I do, even if my computer is remaining idle. It takes a while for me to get on Google Chrome and when I attempt to type something, the typing cursor would briefly stop for 2 seconds before it registers the typing. In addition, whenever I play League of Legends, I also noticed that my FPS has been fluctuating from a stable 60 to something lower like 34 FPS, and it would do that throughout the whole game.

Whenever I start playing a game, the temperatures would quickly spike up to the 70 degrees Celsius range, and it would usually remain at 73-74 degrees Celsius while in game.

I don't know much about power settings, but I'm sure that my PSU is stable.

Is the overheating of the CPU causing all the FPS fluctuations and lag spikes throughout my computer? If so, how can I prevent it from happening? Would I have to replace the Intel Stock CPU fan that came with the processor and re-apply the thermal paste? I have a few drops of Arctic Silver 5 thermal paste left, and my Cooler Master Hyper T4 is getting delivered tomorrow. I just want to ensure that the overheating is causing the stuttering, the lag spikes, the FPS disturbances, and anything of the sort.

Quick responses are deeply and greatly appreciated :) I need to confirm whether overheating is the only problem that my computer has.

The CPU is not overclocked; it is clocked at its standard.

I will definitely be replacing the Stock Cooler with the one arriving tomorrow. Does it mean that I have to take out the motherboard in order to replace it with a new stock fan?

Good news is that I didn't have to take out the motherboard, and I successfully replaced the CPU fan.

Bad news is that I'm having another problem, and it has something to do with the display. I tried to hook up my PC to one monitor via HDMI and another monitor via DVI, and it's not picking up signal. I can see the PC running and all the fans working, but it's not displaying anything...I've taken out the GPU and tried to hook the display via HDMI and VGA directly to the motherboard, but the monitor still does not receive any signal.

I need help asap :/

I've managed to fix it :) It turns out that there were a whole lotta problems that piled one after another, but it's all good now. Thanks for helping!
