My intel core i7-2600 cpu @ 3.40ghz does these lagg spikes on windows and games help!

So i just got this cpu from my brother he used it for about 2 years and had no problem he actually gave me the whole pc (motherboard) with a fractal design 800w Tesla power supply and the cpu the other parts he took them for him self. I wanted to add my graphic card which is a gtx 960 i started it it was doing those lagg spikes as i said but after some restarts i did to the pc it didnt want to start anymore i was pressing the power button but it didnt work please can someone help me

Remove the GPU and plug it directly into the motherboard, see if it posts.
