Are you running the latest BIOS? Just a thought...Yeah idk, just checked the ASUS webpage that the motherboard actually supports the Intel boost technology. Something might be off on the bios settings or idk what's wrong anymore.
Temps, bios turbo settings, could be a number of reasons.
No, it must be something else. 60C is a very respectable temperature for max loads.Checked bios settings already and it said the boost tech is on and the intel speedstep enabled. Is the stock cooler might be the reason ? my cpu temps under full load is around 60 degrees celcius.

These tests are made to push the tech as much as possible so getting the advertised all core clocks is all you can expect.Had an i3 9100f with Asus Prime H310m-d in my PC. I don't know why it won't go for more than 3.6 GHz under cpu bench test (i'm new to computers), high performance mode already turned on but still not going for more than 3.6 GHz.
just did the test and it showed that my cpu got lower score than the other i3 9100f and won't get above 3.6These tests are made to push the tech as much as possible so getting the advertised all core clocks is all you can expect.
Run something else like a game or even cinebench and report back if you still won't get above 3.6 even with a game then we should look for an issue.
Make sure all chipset drivers are installed...
I'd look for (and remove) any potential power and/or duration limits within the BIOS...
Might also try Performance Mode within Power plans...
