Question My Intel i5-13500's clock frequency seems to have dropped, based on my benchmark ?

Recently I have been doing checkups on my PC after nearly 2 years of use. I wanted to check on it's performance, so I decided to benchmark it with 3DMark's TimeSpy. I found out here that my CPU's clock frequency has dropped compared to my benchmark when I first built the PC. I never tinkered with my PC's BIOS settings other than when someone helped me with setting up the PC fresh after building it, so I never changed anything regarding it's clock settings, but I once had to completely reset my PC due to me bricking it on an OS rollback, so I kinds assumed the change happened then. Below are the images of my 3DMark results, 1 before (4789MHz clock frequency) and 1 after (4690MHz clock frequency). The difference in CPU score from this benchmark was quite high, so I wanted to make sure if that was the reason it dropped or maybe there's something else? (like VBS and HVCI)

Welcome to the forums, newcomer!

You might want to stop mixing and matching rams. BIOS version for your motherboard? The two screenshots show two different OSes, did you migrate to Windows 11 using the internal upgrade path from Windows 10?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Oh right I forgot! Here are the specifications:

CPU: Intel Core i5-13500
CPU cooler: Thermalright Assassin X 120 SE ARGB White
Motherboard: GIGABYTE B760M DS3H AX DDR4 (BIOS Version: F20)
Ram: 16GB Apacer DDR4 3200MHz + 2x8GB Adata XPG Spectrix DDR4 3200MHz
SSD/HDD: PNY CS2241 1TB + Adata XPG Gammix S70 Blade 1TB
GPU: Gainward Ghost NVIDIA RTX 2060 Super
PSU: Adata XPG Pylon 650W 80+Bronze
Chassis: Montech Air 100 White ARGB
OS: Windows 11
Monitor: GIGABYTE G24F 2 + Lenovo L24i-40

I first upgraded from Win10 to Win11 from the prompt given by the Windows Update itself, but after the rollback issue and me completely resetting the PC, I manually installed Windows 11 afterwards.
