This is a new small lenovo 730S laptop, but the core temp app is saying I am constantly running at 70-80C (tj is 100C). This is with a 4-5 web pages open and email open. Is this a concern? should I buy a cooling pad?

Solution
cooling pads ran out of fashion in 2010.
those temps are normal for such a thin laptop
the 8565U even if its a low power part is known to run hot.
especially in such a thin chasis. your cpu is in no danger but you should know, doing anything more intense
WILL thermal throttle your laptop

if you wanna be extreme about it, changing the thermal paste to a better one
or even liquid metal (if you want to do that, talk to me or another expert and be sure to read a lot about it)
which should lower your temps significantly and make it thermal throttle less.
