My internet is dropping out

I have been getting random internet dropouts on the LAN for a while now; its happening unpredictably frequent and usually are 3-7 seconds in length. I won't get any for a few weeks, then all of a sudden i'll get 3 within 4 minutes one day as it happened on the day of writing this post.

It'll occur whenever it wants regardless of how many wired/wireless connections that are active and only affects me. Its not our router as we only recently upgraded to a gigabit ethernet dual bandwith wireless router.

So my question is why am i getting the dropouts? and what can i do to stop them. If its my current LAN cable i have a CAT6e replacement ready to use. Also we are heavily considering changing ISP from Optus to TPG, would this ISP change be the fix??
 


Would that be called QoS? and it has 2 options:
1 - turn Internet Access QoS on
2 - Enable Upstream QoS (Optimized for Gaming) { i can set the uplink bandwidth to whatever our max upload speed is(Kbp/s & Mbp/s)}

If these 2 options are what you call bandwidth management, then they are both disable at the moment.

Edit:
I enabled the Internet Access QoS and has made no difference at all. What would be the next thing to do
