My internet is very slow and laggy

I have a 15mbps internet however when I use my computer is feels as if I have dial up. It takes about 30 seconds to load the Tom's hardware home page and when it finally does load I get this: http://puu.sh/dWlqr.png. This doesn't happen all the time. I have tried monitoring what apps are using the internet but I don't find anything odd. I only have this problem on my computer and it does not occur all the time. I got a new network adapter however this did not seem to resolve anything and I seem to have a good connection. I tried testing the speed of my internet via speedtest.net on both my computer and my phone and the results came out good. I don't think another device could be causing this because even when I turn off WiFi from every device in the house the issue still continues. I'm currently with Bell. I often play Garry's Mod on my computer and get lag spike that last from 5-15 seconds. My ping can be as low as 20ms when this happens and I asked others and I was the only one to get the lag spike. I've looked through my modem webpage and no unknown devices have been using the internet.
 


I also think it's DNS based. Your pages are not loading fully and the long time taken would be due to timeouts. You attempt to connect, part of the page downloads, then the browser waits about 30 seconds for the rest of the page, times out connection to the server, then "finishes".

I setup up the DNS. It is very slow. Here are the issues I have:

The IPv4 seems to be working fine but the IPv6 on the other hand doesn't

Reverse MX A records (PTR) ERROR: No reverse DNS (PTR) entries. The problem MX records are:
(MY IP WAS WRITTEN HERE).in-addr.arpa -> no reverse (PTR) detected
You should contact your ISP and ask him to add a PTR record for your ips
 
Bell Canadahttp://support.bell.ca/Internet/Service-Status is your problem -- note the long first hop after your router, I see a lot of folks with bad game server lag all the time from that region. You need to contact your ISP and complain although their status page shows a lot of service issues (see the linked site).

IPv4 is all that matters for you at the moment, Bell Canada is in the midst of an IPv6 migration for residential users and if you check their IPv6 support page you can figure out what stage your particular area is at.

I would still stay with the Google public DNS over the Bell Canada DNS, although that is not your real issue right now.
 

I have suspected bell from the start. I am overpaying, I recently had a virus (most likely) that managed to cap my bandwidth and charge me 80$, and slow internet speed. I had gone on the service status before while the internet was being slow and it did not say there were any problems where I live (QC). I will contact Bell about this.
 
So I started up Garry's Mod (mutliplayer game) and tried to view available servers and bad things happend. All the servers showed as their IPs instead of their name and they all had 2000. I quit the game to find my internet had pretty much crashed. Was not able to use the internet until 5 minutes later. Seems like whenever I go on a multiplayer game the entire network just dies for a few minutes. Same happens with downloading. Something will start auto-updating at a fair speed 1.6mB/s but I wont be able to do anything internet related.
