My Internet speed hasn't changed even after upgrading

Just as I've ugpraded my internet through phone, I got an SMS saying "enjoy your fast speeds" from my ISP and everything seemed fine. I've got a TP-LINK TD-W9970 router. I was paying for 15/0.8. now i'm paying for 100/3. when I start up the speed test It goes all the way up then drops instantly down back to 15, looks like it's capped to 15 or so. I know it's not a problem in my Area because my neighbor has 40/3 and people in same city have 100 mbps. So I don't get what the problem is. So It looks like i'm getting the speed? but i'm not at the same time...? I'm super confused. any
idea?

Edit: I'm running a wired connection on PC motherboard is: MSI H97 GAMING 3.
I've tested the connection various devices such as my mom's laptop ( wired and wireless) I've tried my iPod and phone same thing happens.

Best bet would be to speak with your ISP. I have to speak to mine on a regular basis here in the UK, and i always end up with my problems sorted (in the end!)
Make double sure it is nothing to do with them, and then maybe look at your hardware.

I'm pretty sure it's not them. because why would my speed change? I've felt a difference, I've tried different cables, and also the default router my isp has gave me, it doesn't seem to change anything and also on my router it shows 50 mbps so I'm getting the speed just not sometihng is fucking with you know I've got no idea.. but thanks for the tip
