I went to time warner to change my service from 15mbs to 6mbs at half the price . They warn me that a wireless router requires a minimum internet speed of 15mbs to work. A wireless router wont work at all with 6mbs. Is this true??? or are they lying??

What they could be talking about is the modem part of the gateway. Claiming it is not compatible in some way with the slower service. This may or may not be true. They could also be saying that the equipment you have rented from them is not provided under the slower plan.

They could also be trying to tell you that you won't be happy with the slower service, which may or may not be true too, but only you can decide that.

It sounds like an incomplete explanation. Ask for specific details and say "why?" whenever something doesn't make sense to you. Ask them what they are going to do about it, such as provide you with the proper equipment for the plan. I suspect they will grudgingly determine your equipment will actually work...
They are just trying to get you to stick with the bigger service. It will work fine on the lesser and if they keep bugging you about switching, just ask to speak to a manager. You may be able to keep the bigger service for the lesser price if you complain about their dumb ass employees.

Check you bill and see what equipment rental fee they charge. Then look at the payback time for buying your own modem and router.
