My keyboard is stuck in filter keys

So recently Ive been having this problem where my shift key i always activated, i think it might be something regarding filtering keys and I don know how to turn it off and it is really annoying.

When my caps lock mode is on it is all lower case and vise verser because of the shift key, I know this know because I have looked on the Onscreen Keyboard and the shift is constantly down. I am not also able to use the question mark symbol etc.. and when i try to use the (at symbol), above the colon) I cannot but instead get quotation marks which I should get when I press the shift + 2 key.

Please help me this is really annoying and makes my pc virtually unusable
 
Click Start → Control Panel.

Click the “Ease of Access” heading.

Click “Change how your keyboard works”.

Remove the check mark from the box next to “Turn on FilterKeys”.

Click the blue “Set Up FilterKeys” link.

Underneath “Keyboard shortcut”, remove the check mark from the box next to “Turn on FilterKeys when right SHIFT is pressed for 8 seconds”.

Click OK twice.
 


I have already changed everything within ease of access and it still doesnt seem to make any difference. Also I have noticed that the OSK has most keys jumbled up with the keyboard im using myself. The pound sign no longer exists, the # has been moved from next to the backspace bar to above the 3. I can also no longer use of any of the arrow keys, any other ideas/

Ive just tried that and it still doesnt work. I also wiped my whole computer yesterday, after trying to restore it to an early point, and then reinstalled my OS and it didnt change anything. I've just realized I cant use the num lock keypad on the side of my keyboard either, could I have accidently changed the keyboard into a different language stlye like US english, or do you reckon that its just my keyboard/
