My laptop doesnt shutdown or turn on

my laptop just recently stopped working
it doesnt shut off completely and i cant turn it back on either
when i 'turn off' the laptop the on button is still lighting up and when i hold the power button for like 5 seconds it gives me a lighted black screen with my cursor

Try unplugging the power until it runs out of battery, then plug it back in and turn it back on.
