Question my laptop fan doesn't work probably

so I was just sitting on the bed with my laptop on top of me like I usually do when I decided to type something I felt like my laptop was hot I put my hand under it and it was extremely hot so I open CPUID monitor that I already had because I have been having a lot of temperature issues and see that my CPU is at 85C and my GPU is at 80C
and before you ask no the vent wasn't blocked so I wait there for a couple of minutes monitoring my temps and after like 9 minutes I hear the fan turns on and suddenly the temp went from 80C to 60C in like less than a minute and then after a couple of minutes the fan slowed down but if It was still on
and then it hit me my laptop recently has been very quiet, when I first bought the laptop the fan used to be loud but not anymore
so why did that exactly happen why didn't the fan turn earlier before it reached that temperature could it be a bios issue?
and this is NOT the only issue that I had with overheating
about 3 months ago I was just browsing the internet and all of a sudden my laptop turned off, the only way I could turn it back on is by removing the battery and putting it in again at first I had no idea why it did that I was just browsing the internet on chrome no more no less
later that night I launched Fortnite and 5 minutes into the game it happened again and that point I suspected that it might be overheating I made a post here asking for advice and ended up going to a professional for help he told me he redid the thermal paste, Changed the Fan base and cleaned the GPU he told there was something on it that made it overheats I can't remember
for a month it seemed like its back to normal until about 60 days ago it happened again randomly while playing Fortnite and then it happened again a week after(it would happen randomly no pattern and not every time I play the game) and then a week after it happened again and it used to happen randomly so I couldn't just monitor the temperature but then when the weather started to get hotter it started to happen more often and it was pretty obvious at that point that its due to overheating
I ended up uninstalling the game due to my finals but I am planning to install it again after I finish and I want a solution to this problem especially now that summer has started and its extremely hot

so is the problem with the fan today the same problem I had a month ago or different?
what could be the problem that I had before?

The fan behavior is controlled by the computer's firmware. When a certain temperature is reached, the fan revs to actively cool things. This perfectly normal behavior.

Your auto shutdowns during gaming might have nothing to do with heat. The laptop pulls more power when gaming; if there's an electrical or electronic failure somewhere, more [electrical] stress can induce sudden shutdowns.

Monitor or record your temps when gaming. If you're hitting well over 90 Celsius on anything, then it is an overheating issue and the fans, heatsinks, paste, etc. should be looked at again. Make sure the vents are unobstructed and have room to breathe, too (air is drawn from the bottom, exhausted out the back or sides).

Yes but my laptop Reached 85C That's not a normal Temperature for someone just browsing the internet the fan should have started working way before it reached that temp right? my CPU never reached 85C before even when I am gaming the max I have seen before was 75C or maybe 80C
is there any software where I can test my fan other than SpeedFan? SpeedFan can't find or control my fan

about the shutdowns, while I am gaming it's not like normal shutdowns it's like pulling the power shutdown and as I said shutdowns started to happen more often as the weather got hotter so I think its an overheating issue
I have an AMD Radeon R7 M260 GPU is it normal for the temp on it to reach 95C while gaming and what is the threshold for it?

also if the issue is indeed an electrical fault how do I test for it to make sure its the problem?

Most laptops have at least one cooling vent underneath it so you need to avoid putting it directly on your lap as your clothing may block the vent. You need to put it on a suitably sized piece of flat board to maintain an even gap underneath the laptop case so hot air can escape through the underside vent.

Interior of laptop might also benefit from a good clean with an air blower to remove any accumulation of dust that inevitably gets sucked in.

And don't forget it's not a gaming laptop so it's not designed to cope with the extra heat that gaming generates with the key components having to work harder.

Well, what's "normal" is pretty relative to what you were browsing and how much of it. 50 browser tabs with a bunch of Flash content will heat things up. Are you sure the fan wasn't working at all until 85 C? Laptop fans are supposed to gradually rev - perhaps you didn't hear it at lower RPMS(?)

You can't control the fan behavior with third party software on most laptops, unfortunately. HWinFO or HWMonitor will show you RPMs and temps so you can monitor behavior.

"Normal" is a strong word. Again, this is pretty relative, but generally speaking, 95 Celsius is too hot, even for a laptop. If the laptop shuts down below 95 Celsius, then most likely you have an electrical or electronic problem, and those are very difficult to trace without tools and knowledge of PCBs and their components. If the laptop only shuts down around 9+ Celsius, then it's most likely thermal overload and you'll have to reexamine the heatsink, fans, and thermal paste.
 
My Samsung (3317u) gets quite warm on battery power before activating the fan. This is part of its default battery-conservation firmware programming.

It runs the fan more on AC power, and has settings that can be changed in the BIOS or through Samsung's Easy Settings software in Windows.

I'd look for something similar for yours.

Laptop CPUs run quite warm, FYI. It's not uncommon to see 150-190F on them depending on workload, laptop cooling solution, and ultimately CPU itself.
