[SOLVED] my laptop fan is very speed

there is o opened programs in my laptop and the load in CPU is 7% ,but the temperature is 70 and the fan is very speed and noisy ,,,,, what is the solution ?????

You probably need to clean the heatsink and re-apply thermal paste. You can also try undervolting which is totally safe and on my laptop i shoved off about 20°C on 100% load.
