My laptop gets drastically worse at seemingly random

Sometimes my laptop will randomly start performing worse and worse. for example sometimes my Rocket league FPS will be a solid 60, but then I will randomly experience huge fps dips, connection problems, and other random maladies. I tried running a user benchmark test during one of these and my processor was in the 1st percentile, GPU in the 14th.(https://www.userbenchmark.com/UserRun/11693663)
I personally suspect that this is due to a throttling issue but i honestly have zero idea. (note: restarting the PC has minimal effect and closing apps or the game in question result in no difference)
