Question My Laptop is always at 99 pourcent usage (CPU)

So Ive already made a post about it , but its missing info , My friend trusted me to make his laptop faster , and better because it was so slow ,
I decided to install a new ram ( 4gb) and a new SSD , but its still slow , and the CPU Usage is always at 99 pourcent , should he just change laptop or Im missing something ?

Maybe he's running too much software.
