You should be using ipv4, I think.

some modems/routers/ISP's don't support IPV6, if all of them don't support it, you wont get ipv6 access.
log into the router and see if it has ipv6 address itself, if not.. nope, it wont work. Replacing routers/modems to get IPV6 at this point of v4 to v6 transition is bit... pointless unless you really need ipv6 for something.
