my laptop is stuck and I don't know how to fix it

I was loading a new program on my laptop and it went to 27% that was it, all I want to do is be able to access the windows which is windows 8. Can someone please tell me how to fix this without asking for money

What program are you loading?, have you tried to boot into safe mode?
