So , what should I do ? Renstalling driver also doesnot solve this issue .

Solution

Check for updated drivers for the rest...
That's not a sound problem, that is the system crashing and causing the sound you are looking at things backwards.

This often happens when the video driver or card crashed, locking up the system causing a sound to loop.

When exactly has this happened, random times or during games or other activity that uses a lot of CPU or video card?

You could say that it happens randomly . Last day I clicked on a folder in MS outlook and it suddenly did that . One day , I was listening to music on WMPlayer ( 64 bit ) and browsing on Mozilla and suddenly it started again . It rarely happens though , but still I want to stop it . My laptop has 4GB RAM and run is running Windows 7 Ultimate 64bit .

Check for updated drivers for the rest of the system, not just the sound card. BIOS, chipset, video. Check Event Manager to see if there are any application crashes when this happens, you may have something crashing that will be logged.

A clean Windows setup will also help to rule out if the issue is software or hardware (overheating, bad RAM, bad hard drive, things like that).

Solution
Ok , will check for crashes . Thanks . Its actually strange because adobe reader seems to act funny i.e. the title bar disappers suddenly . It reappears when I minimize and then maximize the adobe reader window . Don't know if its related to any faulty drivers or not . But anyways , I am thinking about reinstalling the OS . I did apply custom themes before and installed one or two drivers ( latest ones ) which were not given in the manufacturer's website ( I downloaded them from Intel directly because they were Windows 7 compatible ) .
