My laptop underperforming, maybe using wrong video card

Hi guys!

So I have a laptop, and it has 8gb ram, it has a i5-3337U cpu at 1.8GHz in it. It also has an integrated intel hd 4000 in it, but also has an amd radeon HD 8730M in it. Now when I try to run Counter Strike Global Offensive I only get around 50-60 fps and not constant. Is that what it should be? Because I read somewhere else that the HD 8730M 2GB should be able to run Counter Strike at 100 plus fps on low settings. I went into radeon settings, and set cs go to run on best performance but it did not help anything. I tried like everything and it still does not work so I'm not really too sure what to do :(.
Please someone help me!
