I was cleaning the dust from the fans of my laptop, after I finished I put the battery of the laptop and tried to put the protective metal on it. but the metal touched things in this region and I got a spark . Now when I power the laptop, only the fans freeze, it does not give power from the usb ports. can i solve this problem at home with the help of a soldering machine

Welcome to the forums, newcomer!

I think you've fried the area around the motherboard that deals with the power/management of your laptop's cooling solution. I think your solution is to replace the entire motherboard which might be the same as buying a new laptop. No offence but if you're asking if you can solve the issue with a soldering machine...means that you don't know what to do/to look for. You could solve it but that would mean you're inspecting each square inch of the board for any blown or burnt fuse/SMD or power regulator or chip.
