My library is 358 ft from my house. What do I need to do to get a signal?

In reading your post I am assuming that these are two seperate buildings? In this case I would suggest an outdoor antenna that has a good coverage distance. This of course is also assuming that ther are no obstructions between the house and the library. and if there is any metal in the house and library walls.

You can look at products from engenius or ubiquiti. You are looking for a outdoor bridge not just a antenna.

Problem is it still may not work since I am assuming you are trying to use a free service provided by the library and you have no access to their equipment and can not place a outdoor bridge on their end.

Hard to say which exact unit you would want it depends on what frequencies the library uses and how much speed you can get. Just a example would be engenious enh202.

Still it may not work if the signal is not fairly strong outside the library building.
