Solution

Try running the repair from a USB flash drive with Windows installation media

Go to the Microsoft Windows download website.
Download the media creation tool and then run it.
Select Create installation media for another PC.
Choose a language, edition, and architecture (64-bit or 32-bit).
Follow the steps to create installation media, and then select Finish.

Connect the flash drive with the Windows installation media to your laptop, and boot from it.
On the initial setup screen, enter your language and other preferences, and then select Next.
Select Repair your computer.
On...
If there is an administrator account and you do not have access to it, then find who created the account and get access.

If the account is disabled, the I would suggest you enable the built in administrator account and see if it helps

Boot into Command prompt
Type net user administrator /active:yes, and press ENTER.
Type net user administrator <Password>, and press ENTER. (replace the <Password> tag with your password)
Type exit, and press ENTER.
Reboot.
Use the new administrator account when required.

It could be that your OS or disk is corrupted.
In that case use System File Checker (SFC), which allows to scan for corruptions in Windows system files and restore corrupted files.
Boot into Command Prompt
Type SFC / scannow and press enter.
You might need to run it up to 3 times to fix all issues.

From there, you can:
Access Command Prompt.
Restore from a system restore point by selecting Advanced options > System Restore. This will remove recently installed apps, drivers, and updates that might be causing your laptop problems.
Restoring from a restore point won’t affect your personal files.
Select Reset this PC to reinstall Windows. This will remove apps and drivers you installed and changes you made to settings, but lets you choose to keep or remove your personal files.
