My micro sd card i s corrupted and will not create partitons or format

My sandisk 16 gb sd is not able to format or create new partitions via diskpart. It says that its full when i try to create a partition, and it says it has only 31 mb of storage.
 
Solution
Try this with it plugged in.

Open up a command promp with Admin Rights. (Click Start, Type in CMD, right click and run as administrator)
Type in each line and then press enter. The letter X will represent the Disk number it list.

diskpart
list disk
select disk X
clean

If it gives you an error here the SD card is bad. otherwise continue.

now click on start and type in diskmgmt.msc

you should find your 16GB SD card with a black bar in it. Right click on and it select new simple volume. Just click next though everything and see if it formats then. If it doesn't the SD card is bad.

ok, i got lost when i wrote diskmgmt.mcm, a big list pops up with functions. what of those should, i tried adding a volume and formating (formating just said there where no volume selected), and i tried to add a partition, but got lost
 


welp i'm unable to do that becuase i cant create an unallocated space it just says its a healthy 31 mb primary partition (clean doesnt change it to unalocated)
