Question My minimum fps is very low, but the actual fps Im seeing is not changing

When I play Rocket League, I am able to see the current fps, as well as minimum fps. My current fps consistently ranges from 240 to 230, but my minimum fps ranges from 20 to 40 fps. Sometimes it even hits 10 and I have a screenshot of it hitting 5, but I don't know how to attach an image to this. I believe that is why my games feel so stuttery, even when my current fps is always 240 with a 240hz monitor. I have nothing else running in the background when I am playing video games as well, so I'm not sure exactly what would be causing the issue.

My current specs are Ryzen 5 5600x, RX 590, 16gb ddr4 3200mhz, MSI b550 A-PRO. and a 750W power supply.

I am running a 2tb hdd and I have used a little more than 600 gbs on it. As for ram usage, it is consistently at 64%. I do feel that the minimum fps is what's causing the stuttery feel as on other computers that don't have the same low minimum fps issue, it feels very smooth.
