Its a classic 3pin C13 connector, i know that its broken but can someone guide me into how these cables are working? Are they "universal" meaning i could use a old one from old power supply or could i buy one that has the same voltage / amp rating or higher?

The current one is rated for 250V and 16A and that seems like way too much, so im wondering how can i know which one i need to get?

IEC power leads with C13 ends for C14 sockets are indeed universal, which is why your present one just happens to be so over-rated. Just find one with the proper outlet end and sufficient voltage and amperage rating for your monitor, which any old PSU lead should be.

Tolerances being what they are, some will fit more tightly than others so will provide a tighter connection less likely to heat up and arc. Just be sure to clean up the burned pin in your monitor socket to prevent any carbon residue from heating up the new lead
