My monitor dying?

For the last few days my monitor has this horizontal line that moves from top to bottom (as in a faded line that moves from the top of the screen to the bottom and then appears back at the top and repeats). When it goes over something it looks as if the text or pictures bend. Also, I can't seem to change my refresh rate. Im running on 1152x864 at 60hz because if I change it to anything higher the screen will shake constantly. I'm thinking it has somethign to do with the refresh rate but I really have no idea. Last week I received my S-video->RCA cable and plugged that in, and now this has started happening. I have a geforce4 ti4600 and a viewsonic A90f+ monitor.
 
If 60 htz is all that resolution supports on your monitor, lower your res and find a refresh rate of at least 72htz.

All monitors in the past 10 years at least support refresh rates of 72.

At that low, could just be refresh rate causing that line.
