My monitor has black screen with white error massage

i don't know what to do what ever options i select it go right back to the massage

- start windows normaly
start in safe mode
start safe mode w/prompts
bios

i cann't remember all but nothing works

That doesn't sound like a monitor issue. More likely your Windows install has been corrupted and needs to be reinstalled.
