There's only so much you can convey with the aid of text whereby you need other forms of media to get your message across/paint a picture. We could benefit from you adding images and a video of the issue of what you're facing. In the interim period, did you connect the panel to a known working donor system/display output source? Did you replace the cable to see if that might resolve the issue? You should also include the make and model of your monitor.
