It might be helpful to know your monitor model.
*Usually when I see SHIFTING, it's due to an incorrect setting such as resolution or refresh.
1) Install monitor drivers for your EXACT MODEL (and Windows version) if you can find them.
2) If it has DVI, VGA or HDMI, use the DVI first but try the others if possible.
3) Try the maximum resolution supported.
4) In NVIDIA Control Panel-> "adjust desktop size and resolution" use:
a) "aspect ratio", and
b) "scale on GPU"
c) confirm proper RESOLUTION
d) confirm REFRESH
*If you change ANY of these four settings, click APPLY.
5) Go to add/remove and uninstall any video drivers, REBOOT and test without adding drivers again.
6) Investigate COMPLETE REMOVAL tools for NVidia (though shouldn't be necessary).
7) Test using another PC.
8) If possible, obtain a LINUX Ubuntu DVD and boot to it (no need to install) and try to run at the maximum resolution your monitor supports. And/or if you have a spare drive, reinstall Windows (don't Activate) to the spare drive but UNPLUG all other HDD/SSD's first (just one hard drive and your DVD drive).
For testing your monitor, you mainly just need to ensure:
a) the main motherboard chipset driver (motherboard site), and
b) Video driver (*But first test with the default Windows drivers).
You may also have some Windows software issues, but let me know how the above goes.
