Question My monitor is shocking me

the border of my monitor has certain spots that if I touch they electrocute me. I'm assuming this isn't normal but I might as well ask anyway. Is this normal? is my monitor broken or is there something else that's causing it?

The electric shock doesn't hurt that much but I have 2 monitors and my other monitor doesn't electrocute me also I changed my pc case around 7 months ago and that pc case used to electrocute me whenever I would touch it but my new case doesn't shock me anymore. Should I return the monitor or is their something else I can do to fix this issue.
 
Somebody will probably say i am wrong but for what its worth , the fact you have 2 pieces of equipment that are giving you a shock of some kind would indicate that it might not actually be a fault with what you are using. What floor surface is your equipment on , i have mine on some wooden click floor strips that are inset into my carpet.

Do you shuffle around in your seat whilst using your pc , if you do and your on carpet you could be building up static charge in your body and when you touch something like your monitor the monitor is acting as an earth point and thats how you can get a shock.

I would suggest you buy a mains tester plug and check your power points , see below ,

When you put the unit into a wall socket a series of lights interpret what if anything is wrong .

Unless you equipment's plugs are sealed , take the back off the plugs and check that all the brass screws holding the wires are still tight , one of life's mystery's is , how do these screws work loose.

My old pc case used to shock me but the new case I bought doesn't anymore although my new monitor I bought does.

my pc is on a wooden desk and my setup is also on a wooden desk. I do shuffle around while sitting but my floor is made out of stone.
