Question My monitor keeps turning on and off at 60fps.

well not all games but in certain games only to be specific its LoR (Legends of Runterra). i did tried some games like Valorant and locked it at 60fps but it did not blink/turning on and off at all. it did blink when im just using a browser but just rarely. i just wanna know if my GPU has the problem, the monitor, mobo or the application itself.

i forgot to mention i tried it to a TV and it still persist so i think my PSU is not the problem...
